Earlier this week Eko forum Zenica, Fair Steel Coalition, Steelwatch, and Initiative Pour le Devoir de Vigilance hosted a special screening of the moving documentary The Sky Above Zenica, ahead of ArcelorMittal’s Annual General Meeting. The screening was a stark reminder of the decades-long struggle Eko Forum Zenica led against the devastating impacts of ArcelorMittal’s now-closed coking plant. For the company, this plant was just a line on a balance sheet – for the people of Zenica, it meant toxic air, contaminated water, and profound health impacts. Stories like this are a powerful motivation to keep holding ArcelorMittal accountable and to continue calling for the immediate publication of its long-overdue Climate Action Report 3; because people and planet are more than just a line item.

ArcelorMittal holds General Meeting amid protests Activists and international coalition members protested at ArcelorMittal's Annual General Meeting on Tuesday, calling for more responsible steel production and denouncing human rights and environmental abuses in several countries where the company operates. As ArcelorMittal invited shareholders to the event, a group of activists took the opportunity to stage a protest outside the steel giant's Luxembourg City headquarters. The Initiative for a Duty of Care, together with members of international coalitions such as the Fair Steel Coalition, thus gathered outside of the ArcelorMittal building to voice their concerns. Representatives from Brazil, Mexico, South Africa, and Bosnia and Herzegovina had the right to participate in the general meeting itself, where they raised these issues directly. According to Pascal Husting from the Initiative for a Duty of Care, the concerns range widely – from human rights violations in Mexico and a lack of adherence to international standards to the rights of indigenous communities being disregarded. He described it as a "wide spectrum" of human rights and environmental abuses.

Yesterday, Fair Steel Coalition representatives from South Africa, Liberia, Mexico, Bosnia and SteelWatch attended the ArcelorMittal Annual General Meeting (AGM) in Luxembourg to ask questions and discuss our concerns with company representatives. However, ArcelorMittal made clear that it will continue investing in decarbonisation only to the extent that it ensures competitiveness, instead of stating that the company will maximise everything it must do to address the climate crisis while remaining profitable. This means the company will ‘wait and see” before taking ambitious steps in climate action.

My thoughts after attending ArcelorMittal’s AGM in Luxembourg. These events are such a fascinating clash of cultures. Formal polite conversation about such different views and experiences of the world. I got answers, but not the ones I wanted. Dialogue is useful. But action is essential.

www.linkedin.com

Automatic Translation: Outside the ArcelorMittal AGM in Luxembourg, desperate French workers, inside, shareholders seemingly deaf to any request for dialogue. Two watertight worlds that, in fact, do not share the same company. Arcelor Mittal employees are helplessly watching their jobs being destroyed and fear a relocation to India. 630 jobs have officially been cut in France, but it is the suspension of the decarbonization project at the Dunkirk plant that worries them most. The French steel industry is dying, and the group's union members point out that "For years, ArcelorMittal has received hundreds of millions of euros in subsidies and public aid without compensation." They have called for nationalization, which they believe would be legitimized by the desire to keep French steel for weapons production in France. They would at least like the State to condition its subsidies on the maintenance of jobs in France. For shareholders, the news is much better: $1.2 billion in dividends shared over one year, an amount equivalent to the investments made in the group's development! The promising projects announced at the General Meeting are in Liberia, North America, and India. Regarding Europe, Arcelor Mittal does mention the European Commission's Action Plan for Steel and Metals, but the group implies that it prefers to wait until "competitiveness" measures are effective before investing in the decarbonization of these European sites. The blackmail of employment is barely veiled in the words of Nicola Davidson, Arcelor Mittal's Director of Sustainable Development: "We understand that it's difficult for those affected, because we announced decarbonization and we thought we would move faster. But there's also a risk in doing it too quickly. If we do it before the policies are in place, or before we're sure it will be competitive, then we also put the factories and their jobs at risk." Steel is a very large emitter of greenhouse gases, but climate change doesn't seem to weigh heavily on the group's choices between decarbonization or not, and maintaining employment in a country like France or not. This is one example, among others, of the current great renunciation! Waiting, the big brother of inaction, will end up costing everyone dearly. As a reminder, in India, the first major heat waves of over 40 degrees are already here. Heatwaves there are becoming longer and earlier!

Today, at ArcelorMittal's Annual General Meeting (AGM) in Luxembourg, SteelWatch raised urgent questions about the company’s role in driving decarbonisation. What should have been a moment to signal bold, forward-looking decisions and seek shareholder support for serious climate action turned into more of the same. Once again, we heard decarbonisation would be pursued only where “profitability” and “policy context” allow. One executive said: "We will deploy decarbonisation to find competitiveness and appropriate return on investment.” This language makes it clear that climate action is not seen as a responsibility but as a commercial lever, conditional and optional. The climate crisis demands more than “wait and see.” It requires clear direction, transformative decisions, and courageous leadership. ArcelorMittal’s vast climate footprint and access to resources, influence, and markets mean it is uniquely placed to lead. But today made one thing clear: this is not leadership, it is retreat. 📽️ Watch SteelWatch Executive Director, Caroline Ashley, explain why SteelWatch demands urgent action from one of the world’s biggest steelmakers.

This choreographed action symbolised the delays, from its overdue Climate Action Report 3 to its failure to invest in near-zero-emissions ironmaking. This protest reminds ArcelorMittal investors and policymakers that backtracking is a choice, one that has real climate consequences. The action complements SteelWatch’s data-driven corporate climate assessment based on ArcelorMittal’s own figures, which shows the company has invested just 2.5% of its operating cash in decarbonisation (2021-2024), while funnelling 12 billion USD to shareholders.

Automatic Translation: Florange employees demonstrate in front of ArcelorMittal headquarters in Bonnevoie To protest the redundancy plan announced in France, employees at the Florange site in Moselle demonstrated during the shareholders' meeting at noon on Tuesday at the headquarters in Bonnevoie. The turmoil surrounding ArcelorMittal in France spilled over into the general shareholders' meeting, which took place at 12:30 p.m. on Tuesday at the headquarters in Luxembourg. At the initiative of the CGT and CFDT unions, around thirty French employees from the Florange site in Moselle gathered in Bonnevoie at the foot of the building to protest the redundancy plan announced on April 30th. The plan remains to be finalized, but according to initial announcements from the company's social and economic committee (CSE), 636 job cuts have been announced, including 194 at Florange. It should be noted that ArcelorMittal is talking more about potential job cuts, which do not concern the disappearance of vacant positions, and which therefore brings the number of cuts down to 385.

Day 6 of the AT at Luxembourg. Today's program was a lot more interesting. We started our day with Non Violent Direct Action (NVDA) at the HQ of Ternium mine, making awareness around the Human Rights/Environmental Defenders who disappeared in 2023 in Mexico, the iron ore cartel happening there. We then took our NVDA to ArcelorMittal HQ before the AGM started. Insight the ArcelorMittal AGM, we noticed the continuous lies presented by ArcelorMittal that they have fulfilled their environmental obligations. If these obligations were fulfilled, we wouldn't need Environmental Defenders to be in Luxembourg for such continuous issues being raised. ArcelorMittal continues to be non transparent about their operations in host countries. ArcelorMittal mentioned in the AGM that priorities safety in all of their operations, clearly ignoring human rights violations that are happening in Mexico, Brazil, Liberia, South Africa and Bosnia amongst others, is a fluke in the eyes of Environmental Defenders who travelled all the way from their respective countries to Luxembourg. We made new friends with the French Metal Workers Union that is affected by ArcelorMittal winding down of steel projects.

Coal power gets a lot of attention for its health and climate impacts—and rightly so. But coal-based steelmaking, still the industry standard, quietly flies under the radar. Both rely on coal. Both emit deadly air pollutants. But only one dominates the headlines. The emissions from two steel plants I investigated for CREA—Ternium in Brazil and ArcelorMittal in Kazakhstan—have caused public health impacts on the same scale as coal power stations: thousands of premature deaths, children with asthma, and hundreds of thousands of lost workdays. Unlike the energy sector, which is finally transitioning away from coal, the steel industry is lagging behind—despite having proven alternatives like electric arc furnaces, recycled steel, and effective pollution controls. As both companies hold their AGMs today in Luxembourg, investors should be asking: are these health impacts being tracked, costed, and mitigated? Or just externalised?

In 2024, ArcelorMittal invested 4.4 billion USD in capex and 1.3 billion USD in “strategic growth”, but only 0.3 billion USD, less than 7% of the capex, went to investment in decarbonisation 🤯 This is according to its very own 2024 Q4 earnings release. Tomorrow is ArcelorMittal’s Annual General Meeting. Will the company keep on hiding behind excuses for its backtracking on decarbonisation plans? Or will they commit to taking real climate action?🤔

We further went to the Department of Justice, Luxembourg and met with the Minister and colleagues in the Department. Our case is clear and based on the Corporate Sustainability on Due Diligence, particularly in the global south countries where ArcelorMittal and Ternium mine operates. We will finish our day with a screening of Human Rights Defenders work in Bosnia and Herzegovina.

ArcelorMittal’s Annual General Meeting #AGM will be held on May 6th: it’s time shareholders sanction the group’s failure on #climate. As one of the world’s largest steelmakers, ArcelorMittal is also one of the top contributors to global greenhouse gas emissions. At issue: its #coal dependency and the lack of serious climate commitments. Several investors, including @Nordea Asset Management and the @French Sustainable Investment Forum, have previously engaged with the company, urging it to take meaningful climate action. However, ArcelorMittal has consistently failed to provide adequate responses to its shareholders. 📢 Investors have been patient enough. It is high time climate action becomes a central topic at the company’s 2025 #AGM. Investors must urgently factor climate considerations into their votes on key resolutions by voting against strategic routine resolutions.
